Jim Younkin Program Director of Information Technology at Geisinger Health System


Jim Younkin is a Program Director of Information Technology at Geisinger Health System. Mr Younkin is responsible for development of the Keystone Health Information Exchange (KeyHIE), an established regional health information exchange (HIE) organization in Pennsylvania that is currently sharing healthcare information between several disparate healthcare organizations. He has managed both planning and implementation grants from the Agency for Healthcare Research and quality as well as a grant from the Pennsylvania Department of Health to expand the HIE.
KeyHIE currently includes thirteen member organizations, representing twelve hospitals, more than 90 clinics, skilled care, long-term care and home health organizations with a goal of serving all 53 hospitals and 9,000 physicians in central and northeastern Pennsylvania. Today the exchange receives data from 7 hospitals and 42 clinics and is in use by more than 250 clinicians in three emergency departments and physician office settings. More than 385,000 patients have signed authorizations, allowing their information to be shared for treatment purposes through this exchange which is the largest in Pennsylvania and one of a few in the nation using the national standards promulgated by the Health Information Technology Standards panel (HITSP) under the Department of Health and Human Services.
Mr Younkin is also responsible for developing Geisinger's Telehealth program through a contract with the Federal Communications Commission's Rural Health Care Pilot Program.
Mr Younkin has a Bachelor's of Science degree in Computer Science with more than 20 years of healthcare IT experience including management of large implementation projects at numerous hospitals. David Whitlinger Executive Director New York eHealth Collaborative


Prior to serving as Executive Director of New York ehealth Collaborative, Dave Whitlinger served as the Director of Healthcare Device Standards and Interoperability for the Intel Corporation in it's Digital Health Group. Mr Whitlinger was responsible for Intel's healthcare device interoperability strategies and the standards development to support those strategies. He has also led a large, cross-industry consortium, the Continua Health Alliance, focused on the establishment of an ecosystem of interoperable, personal telehealth systems. Mr Whitlinger was with Intel from 1993 to 2009. Prior to establishing the Healthcare Device Standards Group, he worked on a wide variety of wireless standards. As a result, Mr Whitlinger and his team have held leadership roles in many standards organizations throughout the world, including: Health Level Seven (HL7); Integrating the Healthcare Enterprise (HIE); IEEE 1073; Bluetooth SIG; WiMedia Alliance; Homeplug Alliance; UPnP Forum; Oasis; WSI;and the Digital Living Network Alliance (DNLA). Bill O'Byrne State Coordinator New Jersey Office for the Development of Health Information Technology (NJe-HIT) Department of Banking and Insurance (DOBI)


Mr O'Byrne is the State Coordinator of the New Jersey Office for the Development, Implementation and Development of Health Information Technology (NJe-HIT), Department of Banking and Insurance (DOBI). In this position, Mr Byrne works with the New Jersey Health Information Technology Commission, Department of Health and Senior Services to create a New Jersey state wide electronic health information network. He seeks to coordinate all necessary local, state and federal departments and appropriate resources to establish a statewide economically self sufficient interoperable health information exchange (HIE).
Since January 2006, he has also served as the NJ Project Manager of the health Information Security and Privacy Collaboration (HISPC) a group of 43 states and territories funded by AHRQ and the National Coordinator for Health Information Technology to identify and resolve barriers to interoperable HIE. Mr O'Byrne founded the NJ DOBI HIPPA/HINT in 2002. This group of HIE stakeholders created the first HIPAA Implementation Guides in 2003 and lead to the smooth transition of the NAtional Provider Identifiers in New Jersey.
Mr O'Byrne has demonstrated his acuity to understand complex legislative and regulatory issues as they relate to HIT development and to bring divergent groups of stakeholders together. His new assignment as State Coordinator for NJ e-HIT places him in an ideal position to help implement laws, regulations and policies that will advance HIT development in New Jersey and other areas.

Rob Kagarise has played an integeral role in the development of Catholic Health East's (CHE) Information Technology Shared services (ITSS) organization since June of 2005. Prior to joining CHE, Rob spent ten years at Deloitte Consulting providing implementation and strategic planning services to organizations across a number of industries including healthcare. Lonny Reisman M.D., is Aetna's chief medical officer. In this role he is responsible for the company's clinical strategy which seeks to improve the health of Aetna's members. Dr Reisman is a recognized leader in health information technology, patient safety and evidence based medicine and has published numerous medical articles. Dr Reisman most recently served as ActiveHealth Management's Chief Executive Officer and as a Director since October 1998. He co-founded ActiveHealth management, Now an Aetna subsidiary following nearly 20 years of experience as a physician and consultant to large employers concerned about health care quality and costs.
